The Full Ranking
Twenty-two flames, ranked 1 (best) to 22 (weakest). Rank is what the devour-and-replace rule actually compares — devouring a flame with a lower rank number than the one you hold is a real upgrade; anything else is refused. /heavenlyflame list shows this same ranking in-game, live, with tier, element, and whether your server has disabled any of them.
Every flame belongs to one of five tiers — Mythic, Legendary, Superior, Greater, Lesser — and a tier is fixed to the flame itself, never rolled. Two cultivators who devour the same flame end up with the same tier; what differs between them is which of the twenty-two they hold. The tier then scales every perk that flame carries — see Stat Channels for what each perk is actually worth in percent, and how those numbers are tuned per server.
Most flames are also aligned to one of the ten Dao elements. An aligned flame automatically grants a Dao affinity bonus for its own element on top of whatever perks it lists below — that bonus is not a perk a flame opts into, it comes free with the element.
Mythic

The Emperor Flame is the only flame anywhere near this strong, and it is meant to be — a cultivator who devours it is not picking a build, they are ending the conversation about which flame to chase.

Lesser
The common outcome among flames that are findable at all — sixteen of the twenty-two flames are Lesser or Greater, so most fires a cultivator ever encounters land here rather than at the top of the ranking.

An open registry
Every flame above comes from one open registry, the same pattern Sacred Bodies and Techniques use elsewhere in Cultivation. Another add-on can register a twenty-third flame of its own, and it slots into /heavenlyflame list, the ranking, the Codex, and the admin Availability section automatically — nothing in this mod has to change to make room for it.
